What is a "top man" for confined space?

In confined space work, a top man (also called a standby person or attendant) is a critical safety role. The top man plays an essential role in ensuring that rescue procedures can be carried out quickly in case of an emergency.

Responsibilities of the Top Man:
Continuous Monitoring: The top man observes the confined space entry and exit process, ensuring that it’s done safely. They also monitor any potential hazards, such as changes in the atmosphere or equipment failures.
Communication: The top man maintains communication with the workers inside the confined space, typically through radios or other communication systems. They are the first point of contact in case the workers need assistance.
Rescue Coordination: If there is an emergency, the top man is responsible for initiating the rescue plan. They communicate with the rescue team, coordinate the extraction, and ensure that all emergency procedures are followed.

The Australian Standard for confined spaces is AS 2865:2001 - Confined Spaces, which provides essential guidelines for safely working in confined spaces. Is a stormwater pit a confined space?

Yes, a stormwater pit can be considered a confined space depending on its size, accessibility, and the potential hazards present within it. According to AS 2865:2001 - Confined Spaces, a confined space is typically characterized by the following:

Limited or restricted entry or exit: If the stormwater pit has narrow access points that make entry or exit difficult, it may be classified as a confined space.

Potential for hazardous atmosphere: Stormwater pits can sometimes contain toxic gases, low oxygen levels, or other hazardous substances (such as chemicals or debris) that can pose a danger to workers.

Not intended for continuous human occupancy: Stormwater pits are not designed for workers to stay inside for extended periods of time, which is another characteristic of confined spaces.

If the stormwater pit meets any of these criteria; particularly if it has limited access, hazardous conditions, or presents a risk of entrapment, then it should be treated as a confined space.

It's always advisable to refer to the specific confined space guidelines and safety standards, such as
AS 2865:2001, to determine if a stormwater pit or similar structure requires confined space procedures.
